- Common set of laws (apply to everyone) - The twelve tables laws was forced upon everyone and all citizens had to follow them. One common set of laws for all - Henry II
- State officials to enforce laws (police) - ? A group of state officials to enforce them - police, etc Philips Augutus.
- Court system for centralized justice (apply laws equally) - The twelve tables where everyone had to follow. A court system to establish centralized laws Henry II Louis IX
- Everyone pay taxes to central government (tax collection by central government) Tax collection by government. Philips Augutus.
- Standing army loyal to the government/king - Romans placed great value on their soldiers. Anyone who owned land were required to serve for the Roman army. Standing army loyal to the government.
- Get citizens to be apart of the system (help make laws) - Plebeians came together to write the twelve tables.
- Get religon to be approved - ? To approve/ordain/sanctify/state of power. Philip IV
